New Haven Necromancer Quest

I started the game with the class of Necromancer. When I go to talk to Mulcivikh in New Haven he says he has nothing left to teach me (I started with 50 in necromancer by default) and I'm unable to get the quest "The Allure of Dark Magic". Without it I can't get a full necromancer book. Is this intentional?

I believe this is something addressed in OSI as well, the trick is to start at 49 to get the full necromancer book.

What I have done, is to kill a couple of liches to see if I could get a couple of spells that would allow me to raise it to 50, you can buy an empty necromancer book from Umbra's mage and then just raise the point missing to 50 so you can get like that the full necro book
